De opdracht betreft het leveren van hardware en het beheren van een integrale narrowcastingvoorziening op basis van een SaaS-platform. De narrowcastingvoorziening omvat bij aanvang van de Overeenkomst circa 71 locaties met in totaal 84 narrowcastingschermen. Het betreft primair brandweerposten (zowel vrijwilligers- als beroepsposten), verspreid over de 26 gemeenten in de regio Utrecht. Op de meeste locaties wordt één scherm geplaatst, doorgaans in de kantine of een vergelijkbare ontmoetingsruimte. Op een beperkt aantal grotere locaties worden meerdere schermen voorzien.
