Chemical Inspection and Regulation Service Limited

The procurement of Consultancy Services to examine the future requirements/development of infrastructure at the Defence Forces Training Centre (DFTC) at The Curragh, Co. Kildare including the Training Installation Staff Coolmoney (TISC) and Glen of Imaal, in line with Level of Ambition 2 identified by the Commission on the Defence Forces Report, and the Updated Detailed Implementation Plan dated February 2026. The Services required are to include an examination of the current and future requirements/development of the Built Infrastructure Plan that considers the future requirements of the DFTC over the short, medium and long term (5-20 years).

DRCC is seeking a mixed-methods study combining qualitative and quantitative research. Tenderers should propose a methodology but are expected to address: Quantitative strand – a survey capturing attitudes, norms and behaviours at scale, with a robust and representative sample of the target group. Qualitative strand – in-depth engagement (e.g. focus groups and/or interviews) to explore the meaning and context behind quantitative findings. Analysis and synthesis – integration of qualitative and quantitative findings into a coherent set of insights. Recommendations – practical, actionable recommendations for DRCC's prevention and education work. Tenderers should propose their own recommended sample sizes, recruitment approach and fieldwork methods, with rationale.
