Daarbij zij opgemerkt dat, de Aanbestedende dienst hiertoe tevens SaaS-diensten rekent betreffende Microsoft haar PaaS en IaaS-diensten. Het (door)leveren en beheren van Microsoft gebruiksrechten betreffende Standaardsoftware, inclusief SaaS, PaaS en IaaS diensten, zulks op basis van EAS, CSP en andere mogelijke Microsoft contractvormen. Het adviseren omtrent aanschaf en vernieuwing van gebruiksrechten van Standaardsoftware.

The Norwegian Environment Agency shall enter into a framework agreement with a provider who can see to the organisation's total need for the procurement, administration and administration of Microsoft licences and subscriptions. The objective of the procurement is to ensure cost effective, flexible and future orientated access to software, cloud services, licence management and accompanying consulting services. The framework agreement shall cover the delivery and management of Microsoft's licence and contract programs, including the Enterprise Agreement (EA), the Cloud Solution Program (CSP), Server and Cloud Enrollment (SCE) and any subsequent or equivalent forms of agreement. The agreement shall also provide access to the purchase of standard software licences (off the shelf) from Microsoft and other relevant software suppliers.
