Establishment, operation and maintenance of a 24 hour resting place for heavy transport along the E16 on the håbakken - Voss stretch. The contracting authority needs approx. 50 parking places for heavy transport on the stretch E16 Håbakken-Voss. The individual 24 hour resting places shall have a minimum of 10 and maximum 30 placement places, and shall include a service facility with toilets/showers. Charging stations are to be established in accordance with requirements in point 3.2 hours. The 24 hour resting place shall fulfil the requirements in chapter 3. The contract will be awarded to the tenders that together give the best relationship between price and quality and that best cover the contracting authority ́s need for placement places on the stretch. The 24 hour resting place shall be ready for opening at the latest 16 months after the contract has been signed and the contract will apply for 10 years from the opening hours. The contracting authority has the option to extend the contract for 1+1 year, so that the total possible lease period is 12 years.

The assignment shall be carried out in BIR's administration building at Lungegårdskaien 42. The canteen was first used in March 2023. The canteen is equipped with necessary kitchen machines, fixtures and detachments. Electricity, public fees, internet, cutlery, porcelain, new kitchen machines/detachments as well as daily cleaning of customer areas will be taken care of and costly by BIR AS. The canteen can cover a day need of approx. 80 employees + any guests that are on the building. The number of visitors to the canteen is subject to varying. It is estimated that there will be an average of approx. 35-40 users/visitors per workday. This is mainly justified by the home office scheme for BIR's employees. As regards the later requirements and price set up, the Tenderer shall use 35 users on average per workday (Monday - Friday).

The maximum value for the entire contract period, including any options and expected price rise: NOK 4,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors.
