The contracting authority in the competition is Hadsel municipality. The Norwegian Directorate of Immigration (UDI) intends to enter into a contract for a cloud-based learning management platform (LMS). The purpose of the procurement is to ensure a modern and user-friendly learning platform that supports UDI's work on competence development and knowledge sharing.

Establishment and delivery of a KI work surface with access to KI assistants and simpler KI-agents, including access to underlying language models, the necessary platform and infrastructure, as well as functionality for managing security, privacy and costs. The contracting authority needs a flexible and future orientated system with good options for integrations and automation, while safeguarding security, privacy and modern IT architecture. The contracting authority would primarily like a cloud based system, but it also allows for on-prem.
