Establishment of a dynamic purchasing system for user-controlled personal assistance (BPA) for Tolga municipality. The scheme covers complete BPA deliveries to several users, including overall responsibility for the BPA scheme, recruitment of assistants, training, temporary staff management, work management, rota planning, employer responsibility for BPA assistants, ongoing operations, quality assurance and follow-up. Services must ensure continuity, flexibility and quality suitable for each user's needs, with structured cooperation with relatives and guardians.

The objective of the procurement is to enter into a contract for the procurement of 24 hour services in residential measures.
