The aim of the procurement is to enter into a framework agreement with a tenderer who shall assist the joint ministries with services within visual communication and entire processes from concept development to the execution of major assignments. The agreement shall cover the contracting authority's need for services that include i.a. information and information campaigns to the general public. The need for services that shall be covered by the framework agreement will vary, complexity and duration and can include both advice, concept development, design, production, publication, operation and evaluation. The chosen tenderer shall have competence and sufficient capacity to provide services in all the service areas described in annex 1 of the contract. The chosen tenderer shall be able to handle assignments within visual communication and major concepts to several entities simultaneously, i.e. providing services to several entities in the joint ministries at the same time.

The aim of the procurement is to establish a framework agreement for the provision of uniform communication services that shall support the contracting authority's strategic and operative communication work. The framework agreement shall ensure access to relevant competence and capacity within communication consultancy services, content production and further development and management of the entity's digital communication areas. In order to ensure efficient, secure and stable management of the digital surfaces, it is necessary that the tenderer also provides hosting and technical support for the systems.
